Beginning to design: What will this world be like?

From the research so far we have two separate things to consider. Cli-Fi, Sci-Fi and the convergence of these two things.

Firstly to make a Cli-Fi type film accessible for more people the film needs to be believable, it cannot be too blown out otherwise it will just numb and audience. The film "The Day After Tomorrow" cuts the line very close. Although shock and awe makes for excitement it doesn't help it become believable.

The Cli-Fi film has to have a solution otherwise the audience will just feel confused and not hopeful. So the world has to have hope for the future, maybe a battle is being thought, or a solution is being developed.

Having a location that is personal to people will emphasize the effectiveness of the film. If I'm doing a world that is primarily exhibited in Wellington it may be best to base it in Wellington or in NZ. New Zealand is seen as very beautiful and untouched place so maybe basing it here would also have impact on the rest of the world.

Science fiction can show contemporary concerns that we have now as realities in the future so it is very powerful. This is not limited to creating realities completely alternate to ours involving aliens as a way to provide perspective as was done after the Vietnam war.

Climate change is already effecting us in extreme weather events and weather pattern changes. These changes are, and will continue to disproportionately effect poorer communities who do not have the resources to cope or recover from them.

What I need to look at....

Although I have not researched this yet, the link between emotions and action could be interesting to explore as people might respond more strongly to seeing people suffer from their own actions.

 What makes design believable? And how will this effect how I design, this I think is key to getting my message across.

Parameters for the world and potential final output (this changes everytime I do research sooooo)

Based in Wellington with earthquake created islands and significant sea level rise (60m+) 
(I considered Auckland but because I'm in Wellington it make getting feedback and gathering reference a lot easier)

Based several hundred years in the future.

Extreme weather events have increased and the coping mechanisms to deal with them are becoming more unobtainable for most people.

The rich live in artificial reincarnations of the past.

The poor are on the little land left.

Must have a solution and possible bright future for the underdogs. 

Summary - In the future Wellington is ravaged by the effects of climate change and earthquakes which have left many once important parts of the city swamped and undesirable. But not to level that won't sustain life, just too a leveling that is shocking but manageable (I want to keep it believable and manageable). The rich have control over many of the resources and are able to cope with the extreme effects of climate change. The poorer people on the ground have learned how to make the best of their situation via adapting new technology into growing food and producing clean water. 

The main idea is to show the issues and to show that we as humans have resourcefulness to overcome them by acting now.
